《煤矸石综合利用技术导则》由TC42（全国煤炭标准化技术委员会）归口上报，TC42SC5（全国煤炭标准化技术委员会矿井水与废物资源化分会）执行，主管部门为中国煤炭工业协会。

Under the premise of strengthening national policies and economic support, attention should be paid to the recovery of useful components, improving the utilization value of mineral resources, and also to the utilization of large quantities to achieve tailings free production in mines. The Technical Guidelines for Coal Gangue Utilization should be revised and played a leading role, gradually building a "resource-saving and environmentally friendly" green and beautiful mining and production system, and realizing the maximization of coal gangue utilization.。
